Tully is a small-time hustler from northern Oar who has the idea to steal the Silver Spike from the Barrowland and sell it to the highest bidder. It is he who assembles the team of his cousin Smeds, Timmy Locan, and Old Man Fish.

The initial idea is Tully's most significant contribution to the venture. He's lazy, completely amoral and treacherous, and mostly complains along the way; Smeds takes over the real leadership of the operation. Eventually, Smeds kills Tully to keep him from talking when captured.
