The Safety Zone

The Safety Zone evolved out of a need for those of differing races and values to meet and conduct business without worrying about territorial customs. The centerpeice of this district is Morley Dotes' establishment, initally called Morley's Joy House, but later renamed The Palms, in hopes of attracting a more well-off clientele.
Despite being such a crossroads of interspecies interactions, the buildings in the Safety Zone are always one brick short of falling down.
As far as the location of the Safety Zone, we know that it is relitively close to Garrett's house, and roughly east.
