The Hill

In any society, those of wealth and influence often tend to create for themselves conclaves where the dirt of the poor cannot intrude upon thier world. In TunFaire, this area is called The Hill - so called, because it sits prominently above the working crust of the land. The closer you get to the summit of The Hill, the more wealthy and influential you must be, with the Royals themselves inhabiting the peak. The High Hill is the province of the most important of TunFaire's residents, the wizards and those just shy of Royal blood.
In order to keep the unsightly from fouling these upper reaches of society, the residents of The Hill chip in to fund a private goon squad - a roving pack of 'acceptable' miscreants who rough up any layabout who happens to find himself in sight, without (and sometimes even with) a good business reason to be there.
