A sprawling, anarchic nation in the Land of Unknown Shadows which spans roughly the same territories as what were known as the Shadowlands at home when things were going well for the Shadowmasters. It is controlled by scores of small warlords. The only true oversight comes from the File of Nine, an anonymous council of nine of the most powerful warlords. Its people resemble the Nyueng Bao, who are a long-lost splinter group from Hsien.
