Colonel Zouad

Colonel Zouad is a high-ranking official in the Northern Empire who reports directly to the Limper. He is a political liaison who handles much of the Limper's dirty work. Zouad was the prime mover in the conspiracy against Raven. He is captured by the Rebels in Oar and tortured.
